Who we are

Carbon Causeway is an independent specialist advisory set up to help climate infrastructure move from development into deployment.

We work closely with client teams, combining environmental and regulatory expertise with a practical understanding of engineering, construction and operational requirements.

Our approach is hands-on and thorough: we take projects forward and resolve the challenges that can hold them back, working across teams and disciplines to move plans into execution.

Together, let's make each deployment better than the last.

Carbon Causeway was founded by Matt Foster, who brings 15 years experience across the energy industry. His work spans concept selection for energy transition projects, construction delivery on UK Track 1 CCUS infrastructure, commissioning support for major energy facilities, and managing regulatory compliance across operating assets.

What we do

Deployment support for climate and carbon infrastructure

Carbon Causeway combines project development, environmental and regulatory expertise with an understanding of practical delivery to help clients resolve constraints, manage interfaces and successfully move into deployment.

We treat technology and project readiness as inseparable. Each shapes and strengthens the other.

Project development & readiness

We integrate infrastructure, environmental, regulatory and delivery considerations to improve decision quality, identify the constraints and dependencies that matter, and build resilience into the development strategy and programme.

Questions we like to ask

  • What are the main site constraints?
  • Who needs to be involved early?
  • Where has something like this been done before?
We can help with
  • Initial project feasibility, options study and technology-fit screening
  • Site development and co-location screening
  • Stakeholder mapping and early engagement strategy
  • Scoping of surveys, studies and third-party inputs
  • Planning policy and new development requirements
  • CO₂ network access, connection requirements and interface readiness
  • Carbon lifecycle and net-abatement screening
  • Deliverability due diligence across infrastructure, environmental and regulatory risk
  • Technical and regulatory input to bids and allocation rounds
  • Next-gate readiness and gap assessment
  • And more!

Environmental, permitting & regulatory

We combine deep regulatory knowledge with practical delivery experience to help clients secure the permissions they need, manage requirements effectively across each phase and maintain compliance as work progresses.

Questions we like to ask

  • Is this something to test with the regulator early?
  • Does the permitted design leave enough room for change?
  • Could this become a critical-path item?
We can help with
  • Project regulatory approvals strategy
  • EIA and environmental assessment
  • Planning applications and fulfilment of conditions
  • Onshore and marine regulatory submissions and variations
  • Regulatory liaison and issue resolution
  • ENVID facilitation and risk workshops
  • Integrating environmental and regulatory requirements into engineering packages
  • Review of planning and permit commitments against design and delivery plans
  • Project lifecycle emissions and carbon footprint assessment
  • Screening emissions reduction options and sustainability plans
  • Environmental management system implementation
  • Operational environmental management, compliance and reporting
  • And more!

Deployment & delivery support

We bring hands-on delivery experience to complex project interfaces, helping teams find workable solutions and maintain momentum as scopes develop, requirements evolve and new delivery issues emerge.

Questions we like to ask

  • Are key requirements understood across work packages and subcontractors?
  • Are the permit conditions still being met through construction?
  • What lessons should shape the next deployment?
We can help with
  • Environmental and regulatory input to EPC tenders and execution planning
  • Embedded specialist project support and secondments
  • Carbon management and emissions optimisation
  • Construction readiness and compliance gap assessment
  • Bridging key requirements across work packages and subcontracted scopes
  • Construction environmental management and legal compliance
  • Acting as regulatory focal point through delivery
  • Management of change during execution
  • Resolution of delivery issues across client, contractor, engineering and regulatory interfaces
  • Incident investigation and root-cause analysis
  • Readiness support for commissioning and operations
  • Lessons learned, standardisation and repeat-deployment improvement
  • And more!

How we work

We bring engineering, environmental and regulatory thinking together early, then stay close to the practical issues that shape delivery. Our approach adapts to the project and its structure, with lessons carried forward into the next phase.

Fit the approach to the project

Reflecting the technology, project stage, delivery structure and client needs.

Fit the approach to the project

Reflecting the technology, project stage, delivery structure and client needs.

  1. 1

    Integrate early

Bring disciplines and stakeholders together to test assumptions and identify key requirements and dependencies. Use that understanding to shape early decisions and methods.

  2. 2

    Resolve through delivery

Work within and between teams to anticipate delivery issues and agree a pragmatic way forward if they arise. Carry decisions into design and delivery, checking they stay workable as the project develops.

  3. 3

    Learn & improve

Capture what worked and what caused friction. Use those lessons to refine strategy, inform design and improve ways of working, sharing learning across phases, projects and technologies.
